Primary Purpose
Provide environmental health evaluation, assess risk and develop, regulate, enforce and monitor laws and regulations governing public health for both the built and natural environment, in order to promote good human health and environmental practices.
Key components of this position will include:
• Administer relevant legislation, Australian Standards, council policies and procedures to ensure effective management of the built and natural environments.
• Inform and advise the council and community on health and environmental matters to facilitate efficient and effective service delivery.
• Provide expert advice, conduct on site assessments and determine the suitability of on-site sewage management and wastewater treatment system proposals and issue permit in accordance with Environment Protection Act requirements, Codes of Practice and Australian Standards including ongoing monitoring.
• Drive Council’s on-site sewer management strategy and develop systems and processes to assist in the delivery of the plan.
• Lead the development, implementation, monitoring and review of policies and procedures, process improvements and the establishment and monitoring of key performance indicators to ensure that they are contemporary, efficient and effective.
• Manage the investigation and resolution of complaints, issue notices and take appropriate legal action where necessary
• Address internal and external customer enquiries to support efficient service delivery.
• Promote information sharing and knowledge transfer to drive evidence-based decision-making, enhance capability and optimise capacity.
Do you have the following skills and experience?
Essential Criteria
1. Tertiary qualification in Health and Environment or equivalent, or equivalent knowledge and skills gained through experience.
2. Contemporary experience in inspecting and monitoring premises for compliance with statutory requirements.
3. Contemporary knowledge and demonstrated application of Local Government Act, Food Act, Public Health Act, Protection of the Environment Operations Act, Environmental Planning & Assessment Act, Work Health & Safety Act and Regulations made pursuant to these Acts.
4. Extensive experience in inspection, review and approvals of septic tanks, food and microbiological sampling, undertaking investigations, planning and regulatory processes as they relate to Environmental Health.
5. Demonstrated ability to effectively engage with external stakeholders including government agencies, professional associations, private sector, industry and the community.
6. Demonstrated ability to resolve a broad range of people-related issues through investigation, negotiation and the application of sound judgement.
7. Demonstrated ability to establish and manage relationships with internal stakeholders to enable positive outcomes for the organisation.
8. Class C drivers’ licence.
SALARY
Salary will be paid in accordance with the Snowy Valleys Council Salary System at Grade 12 which ranges from $3,761.80 per fortnight (gross) to $4,233.90 per fortnight (gross) dependant on skills, qualifications and experience plus 12% superannuation and allowances.
This position is required to work 35 hours per week or 70 per fortnight.
Council does have flexible work arrangements and whereby there is a 9-day fortnight.
