The role
CBCity is seeking an experienced and motivated Team Leader – Payroll to lead and support the payroll team in delivering accurate, efficient, and compliant payroll services. The role oversees payroll operations, system management, customer service, and compliance with the Local Government Act, State Award, ATO, and superannuation requirements. As Council’s payroll expert, the position maintains payroll policies and procedures, upholds organisational standards, and serves as the primary point of contact for all payroll-related matters.
This role is offered as a permanent full-time opportunity, located in Bankstown.
Duties will include but not be limited to:
- Lead and manage the payroll team to deliver accurate, timely, and compliant payroll services
- Ensure payroll operations comply with the Local Government Act, State Award, regulations, Council delegations, and internal policies
- Develop and maintain payroll policies, procedures, and organisational standards
- Oversee payroll processing, system maintenance, customer service, and team wellbeing
- Serve as Council’s payroll and systems expert, ensuring compliance with ATO, superannuation, award conditions, and internal policies
- Act as the primary point of contact for all payroll-related matters, engaging external advisors and system providers as needed

You will have
- Minimum 5 years’ experience leading payroll teams and developing high-performing staff
- Extensive knowledge of payroll systems, processes, and data integrity
- Strong understanding of Award interpretation, industrial arrangements, and payroll compliance
- Experienced in developing and implementing payroll policies and procedures
- Excellent communication skills and commitment to confidentiality and client service
- Sound knowledge of taxation requirements, including single touch payroll
- Proficient in Microsoft Office, especially Excel and Word
- Skilled in prioritising tasks and driving continuous improvement in a dynamic payroll environment
A valid Class C Driver’s Licence and experience with SAP HR/Payroll, SuccessFactors, WFS, or Kronos systems are desirable but not essential.
The salary for this position is $104,465 (Grade H, Step 1) + 12% super.
