Join Sydney Water and be part of a large capital and maintenance program that meets the fast-growing needs of the Greater Sydney Region. These programs require exceptional people to help ensure the successful delivery of a market leading capital works and maintenance program.
This is your opportunity to be part of an innovative procurement model for delivery of infrastructure using world leading NEC4 contracts.The Pre-Contracts Specialist will partner closely with stakeholders in the Program Delivery business to support the procurement of Sydney Water’s infrastructure program of approximately $1 - $1.5 billion per year. This is carried out in a fast paced and dynamic environment made up of a high performing blend of private sector and public sector staff.
You will focus on engaging Regional Delivery Partnerships (RDP) to deliver several individual renewal and growth projects each year across Sydney. The role requires extensive stakeholder engagement across the infrastructure business including senior managers, project managers, designers, project engineers, legal and finance in a public sector environment.
You will drive the procurement process with RDPs, including:
- Liaison with multiple stakeholders
- Selecting the best commercial approach for each project, including Early Contractor Involvement (ECIs)
- Negotiating the best outcome for Sydney Water in target costs including the selection of subcontractors and the management of risk through commercial options.
- Negotiating the commercial mechanisms to achieve value for money, as well as meet social objectives, such as Sydney Water’s commitment to the Reconciliation Action Plan
- Plan and deliver annual forward looking procurement plans across an entire programme of work
- Using Ariba and Delivery Portal to establish contracts and once established, work closely to transition these to the contracts team.
- Where required, lead the establishment of one-off contracts and commercial arrangements through tenders and direct negotiation.
- Manage governance and value for money.
Although the role is based in Olympic Park, there is flexibility to work across several other offices including Chatswood, Redfern or Parramatta, combined with Working from Home.
About You
The team works in a very dynamic environment. The team engages with multiple internal and external stakeholders daily, so excellent communication skills and a consultative attitude are a must. You are proactive and always willing to learn. You have exceptional problem-solving skills and can find appropriate solutions when faced with incomplete or ambiguous information.
To be considered for the role, you will have:
- Relevant degree qualification (e.g., Business, Construction, Law, Engineering) or experience deemed equivalent
- Good analytical skills and a good understanding of project cost build ups.
- 5+ years’ experience in construction and infrastructure projects in a large complex organisation (private or public sector) and /or in management consulting
- Understanding and experience of construction contracts in terms of the legal and commercial aspects (preferably NEC4 and / or GC21).
- Professional Project Management/ Quantity Surveying / Procurement qualifications desirable
- The ability to partner closely with the business while maintaining a degree of functional independence
- Knowledge of procurement and contract management systems (e.g., SAP Ariba)
