The Opportunity
We are seeking an experienced Business Analysis Lead to play a key role in shaping and delivering initiatives across the Agency. This role sits within Project Services, the team responsible for overseeing the organisation’s portfolio of projects, business plan initiatives and complex business‑as‑usual activity requiring coordination. Project Services provides specialist capability across program and project management, change enablement and business analysis, alongside enterprise‑level oversight and reporting and business planning.
Reporting to a Senior Manager, Project Delivery, this role delivers high‑quality analysis across the full project lifecycle — from early idea shaping and business case development through to delivery and transition to business‑as‑usual. A core focus of the role is ensuring initiatives are set up for success through clear, well‑considered business cases and robust requirements, while working closely with Sponsors, Project Leads, Project Managers and delivery teams to support effective outcomes.
This role suits a senior, pragmatic analyst who enjoys working closely with leaders, translating complexity into clarity, and enabling business‑led change in a purpose‑driven environment.
Key Responsibilities
Partner with Project Sponsors, Project Leads and Project Managers to plan and deliver initiatives in line with the Agency’s delivery framework
Translate ideas, vision and strategic intent into clear, well‑documented business requirements — from business case through to delivery
Facilitate workshops and consultations to capture, validate and refine requirements with stakeholders
Analyse business problems and opportunities, and design practical, fit‑for‑purpose solution options
Support the development of high‑quality business cases that are clear, comprehensive and strategically aligned
Document business processes, requirements and delivery artefacts to support successful outcomes
Work closely with Change Managers to support change readiness, communications and transition to BAU
Facilitate effective communication between business stakeholders, SMEs and delivery teams
Support testing activities, including User Acceptance Testing (UAT), working with Test Leads, testers and business users
Champion high‑quality outcomes and a strong stakeholder experience across all engagements
About You
You are an experienced business analysis professional who combines analytical rigour with strong judgement and stakeholder awareness. You bring:
Significant experience performing Senior Business Analyst or BA Lead roles within complex project environments
Demonstrated experience working in financial services or similarly regulated, complex organisations
Proven capability facilitating business case development and shaping project ideas with senior stakeholders
Strong working knowledge of contemporary business analysis methods, tools and techniques
Practical understanding of project delivery lifecycles, governance and delivery frameworks
Experience working with tools such as JIRA and Confluence to manage requirements and documentation
Exceptional written and verbal communication skills, with the ability to convey complex ideas clearly
Strong analytical, problem‑solving and critical thinking capability
Relevant tertiary qualifications in Business, Finance, Management or similar are preferred. Business Analysis certifications are highly regarded.
